Thomas Group takes a Life Cycle Change Management (LCCM) approach to government performance enhancement that looks at the total value and costs of governance improvements over the long term. LCCM seeks to strategically and operationally align structure, process, and responsibilities to leverage synergies and accelerate change while improving the overall effectiveness and efficiencies of all government organizations.

For example, by taking an LCCM approach and applying Process Value ManagementTM (PVM) to the Navy’s pilot training program, Thomas Group was able to dramatically reduce the Time-to-Train (TTT) of naval aviators. Without the Navy being required to spend any additional money on infrastructure, the purchase of additional airplanes, or the hiring of more instructors, the new flight training process produced more than 2,000 naval aviators in six years while reducing the TTT from an average of 44 months to 22 months (a 37 percent improvement). The Navy was able to shave off nearly a year’s training time for some pilots. Once more, the Navy did not need to wait six years to see improvements; the production of fleet-ready pilots jumped 20 percent in one year alone, greatly improving the tour-of-duty productivity as well as the Navy’s fleet readiness, not to mention pilot morale and retention.
