Thomas Group is a Small Business that provides consulting services to help public sector leaders transform government operations. We operate either as a prime contractor or as a sub-contractor on teams that provide comprehensive services to government clients. We provide services in NAICS codes 541611, 541614.

Federal agencies have convenient and easy-to-use mechanisms at their disposal for obtaining a wide variety of management consulting services. Thomas Group has access to many government contracting vehicles, either through its own contracts or via partners’ contracts. Agencies can access a wide range of services from Thomas Group including:

  • Broad areas of transformation-related services: strategy alignment, business model innovation, operational strategy development, speed-to-results execution support
  • Targeted services within these broad areas: process-based improvements, enterprise governance, cultural and change management strategy development and execution, metrics package development and deployment, leadership mentoring, and other management consulting services

These services are available under Firm Fixed Price or Time and Material contracts.

Management, Organizational and Business Improvement Services)

MOBIS Contractors provide expert advice, assistance, guidance or counseling in support an agency's mission-oriented business functions. Services covered are:

  • Management or strategy consulting
  • Program planning, audits, and evaluations
  • Studies, analyses, scenarios, and reports relating to an agency's mission-oriented business programs or Initiatives, such as defense studies, tabletop exercises or scenario simulations, educational studies, regulatory or policy studies, health care studies, economic studies, and preparedness studies
  • Executive/management coaching services
  • Customized business training as needed to successfully perform/complete a consulting engagement
  • Policy and regulation development assistance
  • Expert Witness services in support of litigation, claims, or other formal cases
  • Advisory and assistance services in accordance with FAR 37.203

US Navy SeaPort-e: N00178-07-D-5273

Thomas Group is a SeaPort-e Prime contractor. Simply stated, SeaPort-e provides an efficient and effective means of contracting for professional support services and enhancing small business participation.

SeaPort-e is the Navy's electronic platform for acquiring support services in 22 functional areas including Engineering, Financial Management, and Program Management. The Navy Systems Commands (NAVSEA, NAVAIR, SPAWAR, NAVFAC, and NAVSUP), the Office of Naval Research, the United States Marine Corps, and the Defense Threat Reduction Agency (DTRA) compete their service requirements among 1800+ SeaPort-e IDIQ multiple award contract holders. The SeaPort-e portal provides a standardized, efficient means of soliciting offers from among the diverse population of large and small businesses and their approved team members. All task orders are competitively solicited, awarded and managed using the SeaPort-e platform. Since nearly 85% of its contract–holders are small businesses, the SeaPort-e approach to acquiring services provides opportunity that fuels the Nation’s engine of job growth.

US Army AMCOM EXPRESS BPA

At the US Army’s Aviation and Missiles Life Cycle Management Command (AMCOM), Thomas Group is partnered with AMS, ASI, Belzon, Navigator, Intuitive Research and Technology and Sigma Tech on a BPA titled AMCOM EXPRESS. Under the contract vehicle, Thomas Group and its partners will provide services over a broad range of domains to include systems engineering, software engineering, test and evaluation, manpower and personnel technical support, and product assurance. Specifically, Thomas Group can provide Life Cycle Change Management strategy/CONOPS development and execution, behavioral enterprise change management, process improvement, operations management, and program management services to any customer requiring these services.
